State Senator Dale Patten serves as the founding Chair of the CSA State Legislative Council of Elected Officials. He represents North Dakota’s 39th District, with his home in Watford City at the heart of the Bakken, and chairs the North Dakota Senate Energy and Natural Resources Committee. Senator Patten has been one of CSA’s closest state partners since CSA’s June 2025 North Dakota delegation, hosting CSA across the oil patch, opening the door to the Energy Council, and bringing the link between American energy strength and U.S. foreign policy into conversations in state capitols across the country. He chairs the State Legislative Council as it brings together senior legislators from the nation’s most consequential energy-producing states.
